Digital divide, a gap between those who can benefit from digital technology and those who don't. In  poor areas they are provided withe digital technology and receive localized versions of products that were meant for the rich.

The direct approach for this issue is for governments and businesses to work together to change the incentives that shape digital markets. The indirect approach is for governments and businesses to work together on new strategic alliances funded by public-private partnerships for racial health care, quality education, etc.
